Logan County Planning and Zoning Department

The Logan County Planning and Zoning Office is the land use management arm of the Board of County Commissioners.  Logan County has had some form of Land Use Administration since 1957.  Evidently our forefathers thought of planning and zoning for the future.  Today our regulations have changed from that little 20 page book into an evolving document that has exceeded over 200 pages.  Our current regulations have been in place since 1990 and were recently amended to relieve constraints on “Oil and Gas Production Facilities.”  We are currently in the process of re-writing our Zoning Resolution to reflect more modern practices.  A major re-zoning of the entire county will accompany this resolution.

Duties of the Department include but are not limited to:

v     Building Applications

v     Flood Plain Administration

v     Land Use Applications

v     Zoning Enforcement

Building Applications:

Building Permits are required in Logan County.  Building Permits are required for any new construction, reconstruction, alteration, remodeling, or change of use on all dwellings, buildings, utilities, towers, and animal structures within the unincorporated region of Logan County.  Logan County enforces the 2000 International Building Code, 2000 International Residential Code, 2000 International Plumbing Code, 2000 International Mechanical Code, and the 2000 International Fuel and Gas Code.  Please apply for a Building Permit at least 30 days before construction is scheduled to take place.  This is to ensure the minimum setback requirements and prevent slowdowns during the project. 

Flood Plain Administration:

Our staff will check the flood plain boundary maps provided by the Federal Emergency Management Agency (FEMA) to determine if a property is in the flood plain.  FEMA Regulations and the Logan County Flood Plain Regulations restrict development within a 100-year Floodplain.  Proposals can be made and excepted provided that all regulations are fallowed.  A flood plain development plan must be submitted and specific requirements satisfied before a building permit will be issued.

Land Use Applications:

Land use applications are made available in the office and on the web.  Please feel free to contact our department before filling out any applications.  Pre-conferences with the department are required before any application can be accepted and incomplete applications will not be accepted.  Please visit our home page for application deadlines and hearing dates.  All land use applications will result in at least one public hearing.

Planning Commission meetings are held at 7:00 PM on the second Tuesday of each month at the Central Services Building.  Agendas are available in the office.  Calling or writing a Planning Commission member by an applicant to discuss an item on the agenda or after an application is submitted is a violation of ethics and in many cases Colorado State Law.  The Planning and Zoning Staff is the only avenue available for comments before the hearing.

Board of Adjustment meets at 6:00 PM on the second Tuesday of the month at the Central Services building at 508 S.10th Avenue.   After an application has been submitted, it is a violation of ethics and in many cases Colorado State Law, for an applicant to call or write a board member to discuss an item on the agenda.  The Planning and Zoning Staff is the only avenue available for comments before the hearing.

 All land use applications that are reviewed by the Planning Commission will need to receive a final approval or denial by the Logan County Board of Commissioners.  NOTE:  The Applicant, or a Representative, MUST be present at both hearings.  If no one is present, the request will be postponed until the next regularly scheduled hearing.  The Applicant is responsible for “Making their Case”.  It is not the responsibility of the Logan County Planning and Zoning Department.  Visual representations are very helpful in the review process.  Additional maps, photographs, and other visual aids should be provided whenever possible.
