Acceptable Waste Policy

Landfill Site Policy Statement:

The Solid Waste Disposal Facilities of Logan County are designed to provide services for municipal solid waste (MSW) generated by the residents of Logan County.

Sludge, liquid wastes, combustion renderings, radio active waste, PCB’s, friable asbestos, hazardous wastes, large animals, or car bodies are not accepted.  The term “hazardous” means, any solid, liquid, or gaseous waste, regardless of the amount, which is defined to be hazardous under any applicable federal, state, or local laws, rules, regulations, permits, or administrative or judicial decision, including, but not limited to those wastes listed or characterized as hazardous by the U.S. Environmental Agency (EPA).

It is preferable that waste be accepted on a cash on delivery basis.  When this is not feasible, charge accounts will be permitted after credit has been properly established.

Accounts Receivable:  All amounts outstanding will be billed by the 10th day of the following month, and will be due and payable by the 25th day of the month that they are billed.

Delinquent Accounts:  Any account that is not paid in full when due.  All delinquent accounts will be reported to the Logan County Board of Commissioners on a monthly basis.  The supervisor of the Logan County Solid Waste Site shall have authority to refuse waste on delinquent accounts.

Late Charges:1.5% will be added monthly to all delinquent accounts.

Manifest:  A waste disposal manifest will be filled out and kept on file for each load delivered by a commercial carrier.

Special Waste:  Any waste not included in specific waste index.  Special waste is accepted on a case by case basis (price and requirements to be negotiated before delivery).

Right to Reject:  Logan County Solid Waste Site reserves the right to reject any or all waste not suitable for the site.

Inspection:  All waste is subject to inspection and/or laboratory testing prior to disposal.  These wastes will not always be accepted on demand and may require special acceptance disposal fees.


Specific Waste Index

Animal Waste Including Carcass Material:  Attendant must be consulted before disposing of animal waste.  Site may accept or reject based on liquid content.  Animal wastes from research facilities or which may contain pathogens (diseased) would be considered under Medical and biological wastes.  Blood and large animals are not accepted at the Logan County Solid Waste Site.

Asbestos Waste: Non-friable asbestos accepted on a case by case basis only.

Barrels and Drums: On large quantities, arrangements should be made prior to disposal.

Batteries, Lead, Acid:  Batteries are accepted for recycling only and must be checked in by landfill attendant.  Batteries cannot be landfilled.

Canned and Frozen Foods: Canned and frozen food products including liquids, such as canned vegetables, fruits, soups, milk, juices, soda and beer, can be accepted in quantities less than 15 gallons.  Amounts in excess of 15 gallons cannot be accepted unless the liquid portion is removed or under the direction of the Colorado State Health Department.

Car Bodies: not accepted.

Chemical Containing Equipment:  Handled by special acceptance application on a case by case basis.  Acceptance depends upon the chemical in question.

Chemical Waste From Laboratory: Handled by special acceptance application on a case by case basis.  Acceptance depends upon the chemical in question.

Chemically Contaminated Demolition Debris:  Handled by special acceptance application on a case by case basis.  Acceptance depends upon the chemical in question.

Commercial Products or Chemicals, Off Specification, Out-dated, Contaminated or Banned:  Handled by special acceptance application on a case by case basis.  Acceptance depends upon the chemical in question.

Construction Demolition: Accepted by special prearranged structure by structure basis.

Contaminated Soil:  Handled on a case by case basis, depending upon the contaminate in question.  May require laboratory testing. Must be approved prior to disposal.

Empty Containers:  Acceptable if no free standing liquid remains in the container and that any labeled disposal requirements are complied with.  Pesticide containers must be triple rinsed, punctured or crushed, and all label requirements complied with.

Fill Dirt:  Clean fill dirt, (with no contaminating trash, paper, large debris, etc.,) may be accepted at no charge or a reduced rate when used as cover material.

Gasoline Tanks from Motor Vehicles:  must be empty and pose no threat of fire or explosion.

Gasoline Tanks, Underground Storage Tanks:  accepted, provided that the tank has been cut or crushed into small manageable pieces and no remaining sludge or liquid remains in tank.

Large Bulky Items: Tree roots, machinery, etc., handled on a case by case basis.

Liquid:  Not accepted.

Materials Contaminated with PCB’s: Not accepted.

Medical and Biological Wastes: Handled by specific arrangement.  May require laboratory testing and/or Colorado Department of Health consultation.

Mobile Homes, Campers, Trailers: Arrangement should be made in advance.

Oil, Fuel, Etc., Absorbed in Floor Dry and Other Absorbents: Must meet criteria in contaminated soil waste.

Paint: Accepted only in dry and solid form.

Pesticides: Not accepted.

Petroleum Products: Liquid sludge, and semi-solid petroleum products cannot be accepted.

Residues Cleaned up from Spills and Releases: Handled on a case by case basis.

Tires: Accepted at posted rates.

Waste Produced by the Processing of Fruit, Vegetables, or Grain:  No restrictions unless contaminated with a pesticide, additive, chemical, or any means.

Wood (Logs and Tree Limbs):  Must be cut in lengths no longer than 6 feet.

Wastes not Otherwise Defined Herein: Waste not deemed within this written policy will be subject to review.
